so the place I bought key caps from never sent them to me does anyone know a good place to buy them and possibly some silent frozen v2s at an okay price? (im in the US)

There are some keyboards with decent designs already (there are an overwhelming number lol. I like Leopold as a keyboard brand, and they do have designs, but I don't think they lean into the cuteness of other brands.) if you want to grab those, but they also sell switches and keycaps. (It doesn't look like any of their premades come with the switches you had in mind, but they do sell the switches.)
